I couldn’t begin to even guess the language of this commercial but Algida is clearly an ice lolly manufacturer – with a logo that makes me think it has something in common with the UK Walls company – and Kolorki Wampirki is clearly a brand of ice lolly.
The ad itself is actually wonderfully dark.

It's polish...
Kolorki means - colors, but in some 'kind' form. Like for example dog - doggy.
Wampirki - vampires, also in kind form (like for kids).
Algida (ice-cream company in Poland) have some kind of ice-creams series called 'Kolorki'. It's because they change your tongue color.
